Ignore duplicate IP users in register.
 
Are there any addons that I can add into my forum, if somebody already got account in the forum and he trying to register again with the same ip he will get an error, with his ip username

This is not a good idea. Many IP's are the same from legitimate users.

I agree with Andy. Just as an example: If at work, I share one IP with potentially 20.000 others (i.e. a whole University).
