"Even more cruelty".

This mod is based in "User Punishment by BOP5". This mod can't slow down a user's page load request based on the number of infraction points they have.

So, what does this do?

This mod works applies the punishments on IP addresses instead of users. Why would you want this? Because sometimes it is not enough to punish users, but punish machines.

The cool thing about this mod is that it can also punish large IP ranges, specified in CIDR notation.

The only 2 possible applications I see for this is to annoy users of a specific country, which seem both stupid and useless IMHO. And the other could be to annoy a constant spammer who just keeps creating multiple accounts.

But I could imagine the load it takes to verify each IP address against the list, no?

Well, you can manage your flow as you want, but trust me: sometimes it is useful to control and to reduce it without blocking them. Call it "optimization".
