I Can't Understan With You But If You Want To Set Any Setting Of Smiles Then
goto admincp--> scroll Down and look For "Smiles"
Here You Can Set Any Thing About Smiles

There is a file, in the vbulletin folder where the forum lives, that has the More smilies code...anyone know which file this is?

Its in this template editor_smiliebox or it's function is called from one of these:
./misc.php
./global.php
./includes/init.php
./includes/class_core.php
./includes/functions.php
