Turning off the abiliity to delete threads.
 

Is there a way I can make it so my moderators cannot soft/hard delete (especially hard delete) threads? We use a recycle bin but some of my moderators are just unable to comprehend that.

If not can I at least turn off the ability to hard delete anything? (Posts, threads, users, etc)

Yes, you can.

Go to admincp > Forum & Moderators > Forum Manager. Then you will have to go through and edit each moderator on each board. Just click on the pull down bar and then click on the moderator and then you can edit the settings there and then save.
