Category Widget Question?

OK, please forgive me for not quite understanding the category widgets...but here is my question.

Can I only use the Category Widget (Top-Down) in one CMS section only. I have it under one now but when I try to add it to another section page it is blank. Is this not possible? Sorry, I know...I should understand this but I don't.

Please help!
