How do you setup Rep System?

I am confused with the Rep System, and Rep Powers. In Most forums I see when somebody reps a user its 1 Rep. But in vB the rep power and the extra stuff kinda messes it up for me at least.

How do I setup my rep system in a way so that when ever a member or even admin reps someone, anybody reps someone its 1 Rep? Get rid of the Rep Power an the other gibberish, keeping it simple?

Also how do you have the rep system setup on your forums?
