Can't Insert Ad in vbulletin

Can I add an advertisement when my vbulletin is running on a local host? Because when I'm in AdminCP and try to press the "Add Ad" function, no Ad Wizard came out as stated in the vbulletin manual? Have I done something wrong?

What does happen when you press "Add New Ad"? Nothing at all, or a blank page?
