It looks like you were using vbseo. So, turn that back on and set it up how you want. It isn't a default vbulletin function to get the link to look like the second link you posted.

i don't know the method who to set it back my old method of permalink please me where i have to go for changes

Like I said, it isn't default vbulletin to have the link like that. You were using some modification. You will need to ask the dev of the modification for help to get the link back like that.

Or, upload a backup database from before being hacked and everything should be how it was.
