Allow Mod to approve new users

How do I allow the moderator to approve new users? When the "mod" link is clicked there is no option to moderate users like there is in the "admin" link. Moderating/allowing new users is the main function I want my moderators to do, and they currently cant do it, any help would be appreciated.
