Is the private messaging option enabled here?
 
I'd like to contact another coder/contributor about some legal issues regarding their stuff privately, but I can't seem to access the PM function unless it must be made for licensed members only.

Searching doesn't turn up very useful information, it's just mostly features and requests about PM's.

guests/unlicensed people has some features disabled by default.. this is a site where clients of vBulletin Solutions™ are contacting coders and designers for custom works... you need to identify yourself as a client to make it so... like displayed on top of that page you are reading now!
