Newly Registered members cant upload avatars
 
This is what my member sees when he tries to edit his avatar but I (the admin) can upload an avatar in my profile

So I think there is a setting I need to change although I have never changed the defaults

What shall I do to change this rule for the avatars?

admincp > usergroup manager > edit the usergroup (probably Registered Users) > Can Upload Custom Avatars > Yes and check the other options right under it regarding the avatars also.
