vBulletin AdminCP Refreshing and Editor
 
Alright, I'm having two problems here, so please help me, I need this fixed as soon as possible!

As one can see, there isn't an above editor like vBteam's or at least one at all, I have no idea what's wrong, so what do I do?

The other problem is simple, and no picture is needed:

The AdminCP refreshes quite a lot, I have to continue to hit 'X' so it stops refreshing, what do I do?

Admin CP > Options > Style & Language Settings

Default Style for Old Mobile Browsers and Default Style for Modern Mobile Browsers should be set to none. If they're not, do that, and that should fix your problem.

What should I do about the AdminCP refreshing, it's doing this on EVERY software of vBulletin I've installed, and it's not ONLY me, others as well.

I've actually had the admin refresh on my a few times...switching browsers helped a bit.
