Is there a way to effectively lock a usergroup from allowing members to be added unless a member of the administrator group is adding the user?

Erm, who else would be adding users to usergroups?

Well say we gave a mod special permission to edit users from the AdminCP. How would I prevent him from adding said users to this said group?

If you can't trust the user, don't give them admincp access.
