URGENT AdminCP and ModCP keeps refreshing endlessly.

I downloaded 4.1.11 and downloaded 4.1.10. Both versions still keeps refreshing my AdminCP and ModCP endlessly. I can't even click anything because it keeps refreshing automatically.

Help please!

The only time I've seen this happen was due to the host added extra code to the files. You may want to contact your host.
