Add link to change profile pic

Hi, how can I add a link under a user's profile picture in their profile that will take them to the page to change the pic. I would want it to be seen only when they are looking at their own profile. How would I do this? I know where in the templates to edit just unsure what if statement to determine that they are looking at their own profile..
