Why does Banned IP Addresses not work?
 
I've got the following Baidu's IP ranges blocked:
180.76.5.
180.76.6.

However watching my logs I can see Baidu happily eating away from those IPs and getting 200s for all the requested pages.

Why does vB's "Banned IP Addresses" not work in Options>User Banning Options?
