How Can I Replicate This?

I'm looking to do some of the things that are done on this vbulletin site ( http://www.puaforums.com ) where there is an optin form at the top, the "steps" in the header and a big block of text at the bottom of the page. Does anyone know how to do these things? Thank you! P.S. I'm on vb 4.1

That's an old version of vb - 3.7.4 - and highly customized. You just need to be willing to pay the right people enough to do these things for you.
