Max Users!???!!??
 
I keep on getting this DB error for the past couple months and asked the server what they can do to fix it and they have tried everything, what can I do!?

That is a server issue. You probably have shared hosting and they only allow so many max_user_connections and your site had exceeded it. You can ask them to up that, but good luck.

Then I'd suggest modifying your my.cnf file.
