another Q - homepage showing black forum bar

Sorry to badger you again, as you all already know my forum is hacked to the eyeballs.

before the forums actually start listing at the top there is a black bar which looks like something that SHOULD be within a forum category.

Does anyone know where it is I can go to remove the piece of unwanted code?
