Is this possible, computer to server transfer?
 

Is it possible for me to build my forum on my computer through localhost, with plugins, skins, the lot, and then once I purchase a hosting provider, take ALL of it and put it on the host server? How would I go about it?

You can install php, apache, and mysql on your computer. If you don't have those set up already, you can get something called XAMPP which is a package that will set them up for you (no matter whether you have windows, linux, or a mac). Once that's done you can set up vb and configure it. When you're done and you have hosting, you can export the db and import it at your new host, then upload the vb files. You'll then have to fix a few settings, but other than that you'll be good to go.
