Allow Forum Moderator to Grant Access to Members to Forums They moderate

I'm opening a forum with subforums for groups around the world. I'd like the individual groups' subforums to have moderators that can grant (or take away) access to other members for the subforums that they are moderators of, either by adding Secondary Usergroups to the members' profiles or by Access Masks. Usergroups would be preferable.
