All "user banning options" cease working
 
I just did a server/hosting move with updates to 4.1.8 and all of my user banning options quit working. The user banning options include, but may not be limited to...banned IP's, email addresses and user names.

Have there been any problems with updates in this regard? If not, the problem occurred in the move.

Any suggestions?

Haven't heard of anything like this. Reupload all your default files and check to see none of the default files are listed under Maintenance > Diagnostics > Suspect file version.

If you still have problems, disable your plugins and try.
