Admin w/o full rights? How did it happen

So I have 2 accounts, both are in the usergroup Admins. However when I log in as one of them I only get a few options and not full rights. What changed?
I also have a 3rd admin account which is a friend and his was setup the same was but he has full access.

Ah you have to add them as all YES in here
Usergroups > Administrator Permissions

Edit your includes/config.php and (assuming you're one of the admins) make sure your userid is listed in $config['SpecialUsers']['superadministrators']. Then go to the admin cp and under "Usergroups" there should be an "Administrator Permissions" choice that lets you select the permissions for each admin.
