Migrate user to second forum on request..

I am opening a new forum. I want to request users from my old forum to join the new one, and make it as seemless and easy for them as possible.

How can I:

1. Give them a page to say "yes, i approve and want to create an account on the new site".
2. Click "one button" and have their new account created based on the existing forum username/password/email they have.

Is there something already out there or would this be a custom job?
