Guests can not see Recent Activity widget
 
All other widgets can be viewed except this one.

There is no such settings, I have looked all over. Can someone please help?

Dumb question maybe, but do guests have permission to view the forums that the activity is coming from? What happens exactly, is the widget completely gone, blank, or just no activity?

Yes, they do have the permission.Widget just doesn't appear at all for guests but they can view all other widgets fine.
