Stationary Background

I did a search and couldnt find anything, so here is my question.

Is there anyway to make a background stationary so the forums moves over it like this site?

Notice how the guns stay where they are at and the starwars logo at the bottom stays still regardless of the scrolling. And even if you resize it the forums stay inline with the background.

Add the word fixed to the end of the url for the background. Like this >
