forum block manager

yes how do i add custom things to my vbulletin forum where you usually would use a forum block manager on v.4x but 3.8 doesnt have a forum block manager so how would i add things like this for example : http://prntscr.com/48xvn i pointed the things out in red this is what i want to add is there any mods or anything that would allow you to do this on vbulletin 3.8 any help would be appreciated thanks:)
