reduce search keywords limit

I am running a Chinese Forum.

If we try do a search with two Chinese Characters, I always get the following error.

The following words are either very common, too long, or too short and were not included in your search:

I need to put at least 4 Chinese Characters.

Can anyone tell me how to reduce the keywords limit? Otherwise, the search is useless for my site.
