Custom Text in reply field

Hi guys,
i am searching for a mod which allows me to insert a text in specific forums when replying.
the thing is we need something the user has to read before he can reply, so our idea was to insert some text in the message field, which has to be deleted - so they pay attention to it.

the search didn't help me, but maybe someone knows a mod (or its name)
