Limiting private messages

Is there a specific modification that limits private messages per day? For example, some of my users use private messaging system all day long. I want to encourage them to be more active in forum section, so I need a modification like this.

I've never seen anything like that. Probably as good way to piss people off. Have you tried just lowering the PM limits? I mean, if only 50 are allowed, they couldn't really PM "all day long" because the inboxes would fill.

One that once they hit their limit it would block them using it for X amount of time. Better yet block them until they post X amount of times in the open forum.
Yeah... That would work just fine.

Sounds like a IRC room is in order. Every site I have ever created I have made a IRC channel for and people tend to use this for private communication more than PM..just a thought.
