Hide inline Thumbnails when Attachment is inline

I have a test forum that somehow hides inline thumbnails of images (attachments) that are inserted into the post.
Of course images not inserted into the post are showing as thumbnails on the bottom of the post.

On my live site, my thumbnails are appearing regardless of whether the images are inserted or not.

Is there a setting somewhere for this?
I don't know why it works on my test forum and not my public site.
