I'm not sure what you're asking. If you mean when you're editing a template, the save button should be at the bottom.

that's what it says to me when i trying to edit css, style manager->main css(my style)->big style menu and it's says: "This CSS file is obsolete and is available here for reference purposes only."

Note this at the top of the Main CSS page:
