Not allowing a new user to post link until it makes x posts

I've seen some forums have this option and I find it very useful. However, I didn't find a plugin or something to do it. What do I need to to is basicly, when a new user registers, if he posts any links, an error message to show saying that you are not allowed to post any links until you have made x posts or have been registered for y days.

My only fix, somehow close to this was to create an usergroup that doesn't have the right to post links and after x posts, to automaticall move him in another usergroup that it's allowed. However, the error message is very important since it warns to user. many users just log of and never come back.
