vBulletin 4.1.6 Russian Language

Can I install the Russian language of vb 4.1.5 to my vb 4.1.6?

if not, is there way to import my vb 4.1.6 database on vb 4.1.5

You may install it. But, if there were any added or changed phrases in 4.1.6, then that language pack will not have them.
