I am guessing it is your css doing that. What do you have set for stylevar "editor_smiliebox_smiliesize"?

says 20

i changed it to 37 to fit the biggest smilie.... but the whole table doesn't grow, just the cells in it so it only ends up showing the first 15 smilies.

I also have this problem
I choose to display more than 20 smilies and cut them
I miss the old editor vb 3 versions

I just changed mine from 20 to 30 on my test site and the whole sidebar where the smilies are grew (and the message box got smaller). It will still only show 15 smilies if that is what you have entered as Smiliebox Total Smilies under AdminCP > Settings > Options > message posting interface.

it's supposed to show 21 smilies, but gets reduced to 15 because the list grows but gets cut off by an invisible line.

You would need to post a link to your forum and a test username/password in order for use to see this and the css on that page.
