Image Editor Embedded URL images as Attachments

Whenever a member hits the image button in the editor and inserts a link from URL and hits submit, not only does it embed the image for them, it also attaches it to the post as an attachment. I only want attachments for when they are uploading directly from computer and not URL. How do I prevent this from happening? Using vb4.1.4
