do u mean by attach direct from ur forum...

or u want to ask any site which have facility to upload pictures?
if u r searching for site there are many sites
like

megaupload.com
tinypic.com
imageshack.com

or u can give access to users to create there own albums

from there they can upload pictures to their own albums and then can post anywhere in forum...
