how do I change specific threads thread starter colors?

hey guys I want to change some specific threads thread starter colors how do I do this?

for example! https://vborg.vbsupport.ru/external/2011/09/16.png

see how the stickied threads are a different color the the normal threads, how do you do that exactly?
