Message above header

I'm looking to add a message above my header, I want it to be in a an actual bar instead of a marquee with its own actual background colour etc, I have searched these forums high and low for something that helps but I cannot find it.

I know that this existed on a previous vb build however again I cannot find the modification/hack.

Can anyone help or point me in the right direction.
