how to truly set minimum characters per post to 0

In previous versions of vbulletin, i could allow users to make a post with 0 characters. This allowed them to "blankquote" or simply quote a post if they agreed with it, and it became a staple of the forum. I'm not here to defend or argue allowing users to have 0 character posts, so please don't bother making unhelpful posts.

I just want to know how I can override the vbulletin 1 character minimum post count
