Style Editor For Users

Does vbulletin offer any similar and as cool as what can be found on IPB boards in regards to allowing users the opportunity to edit the colors of the style of their board as seen on mininova here:

go to top right hand corner and you will see a little icon that looks like a glass of milk. Click on that and see what it does.
