CMS Moderator Permissions for certain sections

This may already be possible and I just don't know about it, however, I need someway to have a Usergroup (like a moderator) that can setup their own CMS page, add widgets set the layout and soforth. But, they need to ONLY be able to access their content. Not be able to change any other page other than their own.
