how to add blog to vb? is that extra money?

Hi,
I was wondering if in VB you can create blog pages? Is that an extra feature with extra $$$?
It would be nice if I can create a static pages for example, legal, About Us, Advertising Opportunities, Our Blog, Careers

My understanding is the blog (and the cms) don't come with the forum classic. To get those you have to upgrade to the suite.
Another expense.
