Limiting link posting for new users

Hi! Sorry I have searched everywhere for this! I want to change the option so new users need to post maybe 20 messages before they are able to post links. I hope this will reduce spam.

Can someone let me know how and where this is done?

This can be done with a modification. There are a few available already, such as this one and this one. :)
