Cllick Through TOR / Verification Home Page?

vB 4.1.4

I need to implement a click through splash screen for visitors that confirms they agree to the TOR and age requirements. I don't really need anything fancy but I'd love to record IPs against confirmation.

Has anyone implemented something like this with vB?
