Change post title "Bar" color in the blog and cms
 

I have been trying to find where to change the color of the background in the username title bar for the blog and cms comments. When someone posts a comment, the background color behind their username and information shows as white and against our current theme colors it is an eyesore. If someone could just tell me where to find that setting I think I can take care of the rest. I have a screen shot below of what I am talking about.
