Where do I go to set how much reputation a user can give at one time or click? So example: Sally is doing great so I click on give 1 positive reputation.

My problem right now is that when I click on give positive reputation, the bar goes all the way up to saying Sally has a reputation beyond repute. I only click on "Give positive reputation" once and it goes all the way up? How can I make it go up 1 by 1?

You don't set how much you give per click. If you are 'worth' 20 rep power, then that is how much you give when you give reputation. You set the parameters for a users rep power in AdminCP > Settings > Options > user reputation settings
