You can post a request in the Paid Requests forum but you have to do your homework before choosing a coder to complete your project. Ask to see prior work they have done. They should like links to references where people posted they were satisfied with their work. Ask to see examples of their work.

In my experience the best way to proceed is:

1) You give exact details of what you want to the coder
2) Coder designs mod and gives you access to a private test forum to see how the mod works
3) You confirm mod is exactly what you want and working on the test forum
4) You pay the coder
5) Coder emails you (or gives you FTP access) to download the mod.
6) You post that you were happy (hopefully) in the request thread you made.
