What is this MOD??

I am trying to set something up like what is pictured but I am not able to find anything that does this. I need to know what mod is capable of doing all of the "features" of said subscription and how to set that permissions up. Sorry for the ignorance as I am new to the vB scene.

You can use the standard subscription manager for most of that

And that can also set those parameters? Like extra space, larger inbox, blah blah blah? Please define. I have tried but failing. I am sure I am doing something wrong as that is usually what happens..lol
