Change forum display order

I'm wanting to find a way to change the way the forums are displayed for one group of users. I.e. If they are accessing via a particular style or domain then a particular sub forum group will appear at the top.

I previously did this in vBulletin 2 by having a seperate display order field in the database and a separate main SQL statement in index.php but it doesn't appear to be that straightforward in vb4.
